Building Operational Governance for a National Programme Launch

Business Context

Chapter Zero Netherlands was established by Deloitte Netherlands, Baker McKenzie, and the University of Groningen as part of the global Climate Governance Initiative. Launching a national chapter required robust governance, stakeholder alignment, and an operating model capable of supporting long-term growth while meeting Global Secretariat requirements.

The Challenge

The programme began without an established governance framework, operating model, or implementation roadmap. Multiple founding organisations needed to align around shared objectives while coordinating governance, communications, branding, and launch activities.

My Role

As Programme Manager, I led the PMO mobilisation by establishing the governance structures, operating model, and delivery plans required for the national launch. Working with the founding organisations and Global Secretariat, I coordinated stakeholder engagement, communications, and operational readiness throughout mobilisation.

My Approach

I focused on building the governance foundations required for successful delivery by:

  • Establishing the PMO structure, governance framework, and Steering Committee.

  • Coordinating stakeholders across the founding organisations and Global Secretariat.

  • Translating global requirements into a structured implementation roadmap.

  • Developing the programme roadmap, launch timeline, communications strategy, and budget.

  • Leading stakeholder engagement, website delivery, and launch readiness activities.

Outcomes

✔ Established the governance and operating model supporting the successful launch of Chapter Zero Netherlands.

✔ Created programme structures enabling effective coordination across multiple founding organisations.

✔ Delivered programme mobilisation, communications, and launch activities within the planned timeframe.

✔ Supported the successful launch event, engaging 30+ Supervisory Board Members.

✔ Established operational foundation for a national climate governance network.
